You could change the resolution of the monitor directly, via settings. If I am understanding your problem, 4k takes too much performance right?

for the cutscene setting, use fullscreen if on ultrawide, if not, use letterbox, if you dont use letterbox the cutscenes will be in fullscreen yes... but you will miss parts on tre right and left side
